What happened
The library is the differentiator: enough variety that people do not see the same three templates every quarter, and localisation that works for a multi-country business. Reporting keeps the auditors happy. Whether simulated phishing changes behaviour long term is a debate I will not settle here, but the compliance evidence alone justified the line item.

Enormous content library. Localisation. Automated campaigns save admin time.

Behaviour change is hard to prove. Some content is dated. Admin interface is busy.
